Project 103 is an intensive substance use disorder treatment program located in the Frederick County Adult Detention Center.

Led by licensed clinical staff, the program serves incarcerated men and women. Support provided by Recovery Support Specialists is also a critical component of the program, often helping clients connect with recovery resources upon release. The treatment program is accredited by CARF International.
