This page is where you can learn about mental health and wrap-around services for youth.
The Maryland General Assembly created the Maryland Consortium on Coordinated Community Supports as part of the Blueprint for Maryland’s Future. The goal is to help students succeed by improving access to mental health and support services.
The Consortium works to expand access to behavioral health services for Maryland students from pre-K through 12th grade. A Hub-and-Spoke Model was adopted by the Consortium.
The Frederick County Local Behavioral Health Authority was awarded a pilot Hub and 13 spokes were awarded this fiscal year. This fiscal year (FY26) runs from July 1, 2025 through June 30, 2026.

Funding
For this fiscal year, $5,598,855 in funding for supports and services was awarded across the 13 spokes for this fiscal year. The Maryland Community Health Resource Commission (CHRC) serves as the Consortium's fiscal agent.

Recording of convenings
Our team of highly experienced Psychiatrists, Nurse Practitioners, licensed clinicians, master's level interns, and therapeutic mentors provides a comprehensive approach to mental health treatment. Services include individual and family therapy, group therapy, psychiatric treatment, and medication management.

The Asian American Center of Frederick is a community-based nonprofit promoting equity, health and civic engagement for immigrant and underserved populations. The mission is to empower individuals and families through culturally responsive programs that promote wellness, education and economic stability.
- Circle of Security: Strengthens parent-child attachment and emotional development through relationship-based parenting education
- Parent-Child Connect: Builds communication, empathy, and mental health awareness within families
- PhotoVoice: Engages middle and high school students to express mental health needs and community experiences through photography and storytelling

Priority Populations: Immigrant and Refugee Families, Families with Limited English Proficiency and students identified by school staff or community workers as needing family and/or emotional support

Villa Maria Behavioral Health of Frederick County | Family Care Coordination for Disengaged Students
Programming includes the following: Student and family assessment to identify strengths and areas of need; Connection to services and resources; Utilization of motivational tools to decrease struggles with school and increase active participation; Support in identifying strategies that will lead to improved school attendance; Encouraging helpful communication between families and the school.
Any FCPS student who is experiencing chronic absenteeism, school avoidance, etc. is eligible
Referrals are made by FCPS school personnel

The Center for Anxiety and Behavioral Change, is a private treatment center dedicated to reducing the suffering of individuals living with anxiety and related disorders through state-of-the-art, evidence based, behavioral treatment in the context of a warm, compassionate, and collaborative environment.

Centro Hispano de Frederick (Centro Hispano) has been providing essential services to the Frederick community for almost 20 years, equipping and empowering the immigrant community to be thriving, contributing members of Frederick County and reach their full potential. Including immigration services, information and referrals, application assistance, translation, assistance with ESL, citizenship, computers and literacy.
Éxito Wellness Program aims to increase protective factors, incorporates a STEAM component to better engaged youth and decrease risky behaviors

Heartly House is Frederick County’s trusted lifeline for all survivors of intimate partner violence, sexual assault, human trafficking and child abuse; offering a full spectrum of services to restore hope, rebuild strength and reclaim lives.
- Project H.E.A.R.T.S: In-class workshops (6th-12thgrade) focusing on healthy relationships, communication skills, online safety, violence prevention and other topics.
- High Schools served: TJ, Frederick and Tuscarora
- Middle Schools served: TJ, Monocacy, Crestwood, Ballenger Creek and West Frederick
- Case Management: Referrals from CASS or school staff, all FCPS students eligible.
- Individual or Group Counseling: All FCPS students and their families are eligible. Referrals made by CASS or school staff.

The Lourie Center for Children's Social & Emotional Wellness offers programs that enhance the social and emotional well-being of young children and their families through prevention, early intervention, education, research, and training.
The Lourie Center’s program, “A Secure Base in the Classroom: Supporting students, parents, and educators facing adversity” is designed to support parents and the early childhood educators in FCPS schools with the goal to strengthen parents’ and the early childhood educators’ ability to prevent and effectively respond to challenging behaviors in young children, typically rooted in adversity and trauma.
Students, early childhood educators and caregivers attending PreK/K in FCPS are eligible.
Educators are selected by FCPS leadership and all caregivers, whose children attend FCPS, are encouraged to participate.

The Mental Health Association of Frederick County is a lifeline for individuals and families facing mental health challenges. From 24/7 crisis intervention and suicide prevention to affordable counseling and programs designed for youth and families, we provide critical support to those in need.
Systems Navigation helps students within FCPS at no cost with multiple or intensive needs related to behavior, development, school, health or mental health, to navigate the services available in Frederick County.
Parent Coaching provides one-on-one coaching to parents focusing on creating goals and implementing strategies for improved parenting skills. We assist in areas such as parental roles & responsibilities, child development, and problem behavior.
Any FCPS student/family is eligible for services.

Parent Encouragement Program (PEP) PEP is a nonprofit dedicated to help children become confident, capable, and resilient by providing guidance and support to their parents and caregivers. For over 40 years, we have helped parents and caregivers strengthen family bonds and promote mental wellness. PEP supports children by supporting their parents and caregivers.
PEP Family Resiliency Program, is a free support-group style, 8-week program that gives parents tools and strategies that help them raise their children to be resilient, confident and ready to succeed in school and later in life.
All parents and caregivers of FCPS students in grades K-12 are eligible

Sheppard Pratt’s Offsite Counseling Services provide licensed therapists who deliver mental health support directly to students and families in schools and at home. All offsite providers are licensed under the Sheppard Pratt Outpatient Mental Health Clinic.
Intensive Individual & Family Therapy
- Includes: Medication Management, Case Management, Rapid Psychiatry Services and Transportation
Early Intervention & Support
- Includes: Groups, Attendance Specialist Therapist, Bilingual Cross-Cultural Therapist
Any child or adolescent demonstrating mental health symptoms are eligible
Referrals are accepted from school staff, community members or directly from a student or their family.

SHIP works to build capacity in students experiencing homelessness while keeping them connected to education. We serve students in Kindergarten through age 24.
New Horizons provides case management to middle and high schools students experiencing homelessness using therapeutic mentoring and/or motivational interviewing.
All school year 2025-2026 middle and high school McKinney Vento students enrolled in FCPS are eligible.
All middle and high school students identified as McKinney Vento by school staff are eligible. If under 18, parent must consent. If not identified as McKinney Vento but believe to be eligible can self-refer or be referred by another agency.
